As of right now, I am going to put all the men in Navy suits rather than tuxes.  I like the formality of a tux but prefer the option of the guys to buy their outfits rather than rent. Knowing they can buy the tux, I still think I would rather suits. 

Being a May wedding in a church with a cocktail reception following in a elegant hall, would that be appropriate? Do you think they would be formal enough?  Any suggestions on making the suit look even more formal? Does Navy make it less formal?
